paragraph of the despatch under acknowledgment, I am of opinion that the offence dealt with in Section 9 of the Ordinance, if deserving of any punishment, is

serious one,
"and that imprisonment for it should, for that reason, be ascompanied by hard labour.

I have, however,
no
strong objections to urge - against the suggested change if Your Lordship should deem
it desirable that an Ordinance
for the purpose should be passed.
