the local merchants are either Directors of, or Shareholders in, the Local Companies, and they naturally take their business to the Companies in which they are
interested.
Your Lordship will, I think. find that an Ordinance in very similar, if not precisely the same, terms was forwarded to England on a previous occasion. within the last few years and was then disallowed, and I venture, on behalf of the Companies which I represent, most respectfully but most earnestly to wige upon your Lordship the propriety of adopting
a similar course upon the present occasion as mo wicumstances have arisen in the meantime to affect the previous decision.
