If, therefore, the Hong Kong and Shanghas Banking Exporation is 6 be enabled to extend its operations abroad it behoves this Board and
the Secretary of State to take che precaution in sanctioning the necessary
arrangements.
Having regard to this consideration My Lords would propose that the
remaal
