I have examined the accompanying Ordinance, entitled
"An Ordinance for
the
naturmalization of Li O' Mi "otheuvize Li J'ai Iung
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
The object of this Ordinance is to
naturalize fi O'Mi otherwise Li Tai Jung.
