Adverting to Colonial Secretary's letter No. 108, I have the honour to apply for the approval of His Excellency the Governor for the with- drawal of the Good Conduct Medal and allowance of Sergeant SHEIK ALIM with reference to the enclosed General Order.

GENERAL ORDER.

With reference to the late charge of misconduct as a Police Officer preferred against Sergeant SHEIK ALIM, the dismissal of the case must be considered equivalent to the holding of the Ser- geant guiltless of the charge in its graver aspect, but the Captain Superintendent has to point out as a warning to Sergeant SHEIK ALM and to the whole Force, that bad such charge been proved, or should any similar charge in the future be proved against any member of the Force, it would involve the dismissal or at least the reduc- tion of the culprit.

2. The proceedings in this case show a serious breach of discipline, in that Sergeant SHEIK ALIM ningled his private wrongs with his official posi- tion and made use of a Chinese Officer in uniform and of another in plain clothes to assist him in trying to remedy his alleged wrongs. This breach of discipline unless visited with substantial punishment would cause a general feeling of in- security as to the possibility of the recurrence of similar proceedings.

3. The Captain Superintendent is therefore compelled, but in consideration of Sergeant SAEIK ALIM'S previous meritorious conduct is reluctantly compelled to recommend that His Excellency the Governor should be pleased to withdraw the Good Conduct Medal given to Sergeant SHEIK ALIM, together with the privilege it conveys of a monthly payment of five dollars.

4. This order to be read out at the three next inspection parades at the Central and all District Stations.
