HONGKONG, August 29TH, 1888.

POLICE GALLANTRY REWARDED.

Government House was yesterday the scene of a pleasing little ceremony, the occasion being the presentation by His Excellency to Khan Singh, an Indian Constable, of a "Balilios" modal and 325 for gallantly rescuing a Chiusman from drowning some time ago. The whole of the Force who ware off duty, consisting of European, Indian, and Chiness constibles and numbering some 150, attended the prosentation ander the command of Captain Donno. Major Dempster, Chief Inspector Horspool, and Inspectors Baker and Ganid. Mr. Francis, Q.C., and Dr. Eitol two of the trustees of the "Belilios" fand, were also present. The Force having born drawn up in double fila in front of the house, His Excelleney Khan standing on the steps facing them, Singh was called to the front in company with another constable. Bezau Singh, who has algo performed a similar act to that of Khan Singh and whose case is now rae iring the attention of His Excelleney.

HIS EXCELLENey then ad lrossed Khan Singh as followe, the eff at being internreted to him:-- Police Constablo Khan Singh. I am here to-day, on an occasion which gives me erant pleasure to reward you for an act of gallantry. That which enables me to make you the presentation which I am about to nike to-day is a fund that has been created by Mr. Batitis, one of our follow-colonists. He has inrated a sum of 33,000 with trustees, consisting of Mr. Francis, Q.C., Dr. Eitel, and Rov. Mr. Jennings, to apply the interest, in the first instance, to reward acts of gallantry perfor and in this colony or in the waters of Honkong. Canton and Maolo, and to apply any surplus to the cause of pablic education. It was a munifioout act on the part of Mr. Belilios to create this fund; it is public-spirited on the part of the trustees to darote their time. and trouble to its application; it is still more honourable to deserve its application as you have done, by an act of gallantry. In order that your know the comrades and the public may particulars of the not which I am about to acknorilga to day, I will state the

July last you jumped into fourteen or fifteen feet of water, clothed as you ware, and rescued a Chinaman, named Lu Chn, from almost certain death. The Chinaman had tried to jump from the departing Cantov steamer to the wharf. He failed, and fell into the sea then eddying strongly round the piles of the pier under the combined notion of the strong tide and the paddles of the steamer. That was an act that would have conferred honour on any man; I am more especially glad it was performed by a member of the Polios Fores, and for special reasons that it was a member of the Indian Police that it was performed by, and on be- half of a Chinaman. I don't believe the ac- count that I have sometimes heard that the In- dian Police are regarded by the Chinese as rather a terror than a protection; I don't believe there is roally any general or substantial ground for it. At the same time acts occasionally do occur which. I am afraid, give, to a certain extent, colour to such au ides. I have recently had to use terms of very strong censure in respect of su action on the part of the Police with reference to a Chinese householder, and I have myself seon what gave ran great displeasure, namely, andals rough treatment on the part of the Police to unoffending passengers in the streets. It therefore gives me more especial pleasure to be present ou an occasion such as to-day. which shows that even if some

of the Foros occasionally do what is not their duty in this respect, at all events there are others who, when occasion requiros, will risk the sacrifice of their lives even for a Chinaman. If therefore the notoriety givan to to-day's proceedings should have the effect of im- proving the feeling between the Police and the Chinese it will not be the least of the good that will result from it. Now I har much pleasure in presenting you with this medal.

His Excellency then pinned the medal on Khan Singh's breast, at the same time hauding him the sum of $25 and the accompanying der tificats.

His EXCELLENCY, still addressing Khan Singh, added-I give you that as a testimonial of the esteem and admiration which is felt for your conduct by your fellow-colonists, and I trust the sight of that modal will always en- courage you on similar occasions to similar deeds, aud that it will also incite others to follow your example of self-sacrificing conrage. As for you, Bezan Singh, I hear that a similar act of gal- lautry was performed by yon; I have not learnt the particulars as yet, but when they are before mo, and if the act performed by you appears to be equal to that performed by Khan Singh, I intend to recommend yon both for the medal of the Roval Hunane Society in Eugland.

His EXCELLENCY then stepped forward and shook hands warmly with both men, thus bring
