to them. I feel bound to say however, as regards one of them viz; the Opium Agreement with China that apart from: its widely reaching good effects outside, I have already had abundant experience of it's benefit to this Colony ; while, as to the local Ordinance, drafted by Mr Russell in _
connection with this
Agreement, I am of opinion that to it is largely due the increase of
some
