accompanying
Ordinance entitled An Ordinance for " the reservation of a European Ristrict " in the City of Victoria", and I am
of opinion that the Ordinance is one which is not contrary, to the Tovernor smotivating

object of this Ordinance is to secure a limited neighbourhood
in the Colony for habitation in

complying with the minimum requirements for health comfort demanded by European distinguished from Chinese
and

standardo.
With that view the Ordinance
provides that within a
certain
limited portion of the City of- Victoria there shall be a prohibition
