I have to acknowledge recript letter of the 8th Inst. in reply to
mine of the 4th Inst.
With reference to the Report to be forwarded by the Governor of Hong Kong with the Petition I addressed to your Lordship, I may be allowed perhaps to refer your Lordship again to the unreason -able length of time that has elapsed since I sent in the Petition to your Lordship through the Colonial Secretary of Hong Kong-
The delay caused in keeping my Petition back is most injurious_ Only! last night I received a letter from my Agent in Hong Kong enclosing an account of the charges of the Surveyor of the Plaintiff in the suit of only a very small portion of the losses I have sustained and payment of which is now bring demanded of.
