system of eating and sleeping in Associ - altowe in the Hong Kong Gaol, is I believe the puntful cause of depravity and crime and I regret to leave to record my opinion that under thus system the large Majority- of Pusoners leave the Gaol, worse, and mure accomplished cremurials than they entered it. There is therefore the most urgent necciety for to increasing the accommodation. as to enable every long sentence Pusonce to be confined in a separate cell.
