Mr. Steven, an English missionary who crossed from Ta-li Fu to Bhamo last spring. He is said to have impeached the Taotai of Ta-li Fu for allow- ing Mr. Steven to pass. He is well informed as to what goes on beyond the southern border, and will no doubt judge of British power and justice by the practical test of what we do, or fail to do, in Burmah.
