regard to saying "release", the investigations of the local authorities
should be awaited before taking action; it is
impossible instantly to obtain security for (a prisoner's)

release. And, in regard to the investigation & due punishment of the offending parties, members
of Triad Society, being breakers of the law are sought to be
arrested. This rests entirely with China herself.
As the arrest did not take place within the jurisdiction
of Hongkong, there was therefore no overstepping
of the law as is alleged.
Again, no reports from local civil authorities as to these
persons who are deserving of punishment, as the said offender is being prosecuted, as to what
was ordered, or what officers or soldiers made
