in no way wishes to shelter who may take refuge criminals here (in Hong Kong) & that, if the proper steps are taken for obtaining extradition, many criminals will be surrendered. But the arrest of such criminals in the territory or waters of this Colony by Chinese officials cannot be permitted, & unless this man is at once released, H. M. Minister at Peking will be requested to make a strong remonstrance to the Tsung Yamên.
