that the Chinese foos, in effecting
the arrest of
Offences,
criminals, guilty of grave
limit themselves to laying upon
the officer charged with such arrest the obligation of making close and careful enquiry for such offender and effecting their capture. It is impossible to concert definite plans beforehand
as to the manner in which the arrest is
to be effected. If positive information is obtained that the offender has fled
into British territory, his rendition
can
of
course
be demanded in
accordance with
established
rule, and while the Prince & Ministers
are aware
from long experience that H.E. the Governor of Hong Kong has absolutely no wish whatever to favour
absconding offenders, they equally
are
pure that there could be
no intentional invasion of jurisdictional
rights.
