H. M. Minister having asked H.H. and Th. E.E. to make immediate enquiry into the circumstances of the arrest, it was not his intention to have further discussed the question with the Prince & ministers pending the result of the investigation, but inasmuch as the Viceroy of Canton has expressed a very decided opinion on the merits of the case in his note to H.M. Consul, H. M. Minister cannot pass over in silence
