As regards the case of Wo a Fung 4. Mr. Minister will refrain from consulting H.M. Govt in the matter until he shall have received full particulars of the enquiry which he has the honour to institute.

It was only a short time ago that a serious violation was perpetrated by sailors from one of the Chinese gunboats, lying in the harbour of Hong-Kong, H.M. Minister finds himself most reluctantly compelled to warn H.H that a very grave consequence may at once be instituted.
