Point out to Chinese Govt that intention to levy duty on Opium only through Chinese Officials is contrary to clause 2 of Additional Article, of 18th July, requiring action by Maritime Customs.

Remind them of views expressed in Tseng's letter of March 26th that giving full effect to article depends
