Le Gouvernement Chinois reconnait la necessité d'une entente avec les Gouvernements Britannique et portugais, pour empêcher la contrebande de l'opium, qui a pris un grand developpement par suite de l'augmentation des droits. Il croit cette entente indispensable, surtout pour empêcher la contrebande faite par les ports de Hongkong et Macao.
