"I am directed by the Secretary of State for War to inform you that it has been brought to his notice that certain anomalies exist in the ratio of exchange now applied to the Pay of the Gun Lascars at Hong Kong, and to request that you will be good enough to move the Lords Commissioners of Her Majesty's Treasury to favour Mr. Secretary Smith with their views before he proceeds to take any action in the matter.
