With reference to your letter of the 7 ultimo and its enclosures respecting the coining of Japanese Silver Yen in Japan for Hong Kong, I have the honour to inform Your Excellency that the subject has been fully considered by the Chamber of Commerce and by the Manager of the Hong Kong and Shanghai Bank, with the result that public opinion here is much against the proposal, chiefly because the coin is not current among the Chinese in the Canton Province and consequently business would be greatly hampered, if a coin which is not (like the Mexican Dollar) current in all parts of China were legalized here.

2. With the foregoing opinion this Government agrees and regrets therefore its inability to avail itself of the offer of the Japanese Government.
