I am directed by the Board of Trade to acknowledge the receipt of your letter of the 5th instant, transmitting for their perusal and observation a copy of a despatch from the officer administering the government of Hongkong, and of the draft of a proposed Bill to amend the existing Stamp Ordinance of the Colony.
In reply, I am to acquaint you for the information of Sir Henry Stafford, that the Board have carefully considered the proposal embodied in the above mentioned Bill, viz. to impose a differential Stamp Duty on policies of fire insurance issued by what are called "fire insurance Companies", or "Agents of Foreign Insurance Companies".
