With reference to C.O. 20464 of 27th August 87, and your letter of 5th October 1887 (No. 16475), I have the honour to forward a report by Mr. Waring, M.I.C.E. and late Chief Resident Engineer of Ceylon Government Railways, on the subject of the introduction of Tramway in Hong Kong. In this report, Mr. Waring goes very fully into the history of the various types of Tramway in use in this Country, and furnishes some valuable statistics bearing on the subject.
