the Sec. of State on 20/10/67 allow an allowance to Han P4 to be for 2 years only but it differs from the letters Whitehead and LeFleur that it C 74 State assumes that it was intended it should cease on his leaving the Colony. and Send Copy conveyed to Gov. with reference to Sec. of State on 10/8/67 but the grant has continued atma indefinitely. I gather that they still have not been done they did
2. I sett not mention it in instructing the Agents, they intended that it should stop Whitehead's leaving the Colony, but they should have been more precise. Whitehead does not deserve any Consideration and I would propose that the reply to inform him that the allowance be classed (Which was regular part of this pension) was granted and continued at the pleasure of the Colonial Govt, and that his thing has not instanced the Govt to hay it, the Sec. of State on 2 Sept
