I have seen both Int. Brine
and Mr Cooper, and are of opinion that either
of
them
would be likely to give satisfaction
in the appointment, but as it appears doubtful whether Mr Brine
could be relieved of
duties before the end
of
his present

year, whereas Mr. Cooper could
go
out promptly and the latter is also the more robust looking
of
the two, I am disposed to consider him the most-
suitable
Suitable candidate. Subject therefore to his passing a satisfactory medical examination, I beg to submit Mr Cooper's name for the approval of the Secretary
of
State, and I would recommend that whoever is appointed should not receive his appointment
from
the Secretary of
State but
should as is usual in the case
of Engineering and such like appointments, be engaged by us under an agreement entered into in the name of Government.
