Colony decline & contribute to the expense the question arises at its non-expansion.

Whether the Colony should not undertake the end, which is becoming unnecessarily costly & the growth of the population had the Town further discussion in the Colony is not likely & advance matters, & Sir J. Holland therefore desired to arrive at a solution the matter by personal communication between the departmental Concerns. He proposes to ask Col. Lowcock to meet Sir J. Phillips at an early date in January, & it is agreed to also present a Report of the Admiralty.

With reference to your letter of the 3rd December 1889 proposing the appointment of a Departmental Committee representing the War Office, Admiralty, and Colonial Office to discuss with Sir G. Phillips the various points in dispute in connection with the proposed extension of the Praya Wall at Hong Kong, and in reply to your further communication of the 14th December 1887 requesting to be informed of the name Under Secretary of State for the Colonies Colonial Officer.
