The Admiralty don't care if the Colony is put to the

greatest inconvenience so

long as they can keep their Naval Yard where it is & retain their frontage - which they would lose if the Praya is Extended along the harbour

Reply That Sir W. Holland quite understands that their Lordships decline to adhere to the removal of the Naval Yard to Kowloon, and that the Committee was proposed with the view of ascertaining whether the extension of the Praya

can not be effected without removing the Naval Yard : and as it is understood that the Admiralty
