The Chinese Crews and firemen for a money inducement could work them. An attempt was made two years ago to raise Volunteer Cops for this purpose, and there was a fair number of young intelligent men who joined, but much cold water was thrown on this movement when the score passed, launches were refused and other difficulties were thrown in the way of the drills, but I am of opinion that if the Colonial Government would only give status and encourage the movement a useful small force could be maintained which would serve as a nucleus for a larger one when the emergency arose.
