The one 42 feet launch used for submarine mining has been sent to Singapore by the Naval Department, but in her place the Royal Engineers have obtained a Steam Vessel called the "Flyer" or "Volent".
There are many Steam Launches both belonging to the Colonial Government and to private firms available, which if fitted for carrying machine guns, torpedoes and Whiteheads would be invaluable (if they could be manned) in the defence of this Port, especially in guarding mine fields, and boats fitted with dropping gear for Whiteheads at the Lyemoon Pass. The difficulty is the manning.
