one who does anything he ought not to do shall be liable to the punishment of 100 blows of the heavy bamboo, and as he mercy under and arrest in charge of an officer not actually confined in prison, I doubt much if The Excellency the Governor will be justified in suspensending him; but as he persists in his request, alleging that the Regulations for the Conduct of the Public Examination have the validity of Statutes, and that the offence of breaking arrest by a literary graduate or official is a more serious offence even than a simple breaking out of prison by a criminal, I have consented to forward the application for His Excellency's consideration.

No deputed Officer has so far been sent to make the application in Hongkong, but at an interview I had with His Excellency yesterday, he said when I pointed out that this had not been done, that he would do so.
