Not only is there thus afforded to the Chinese Government a ground for a very reasonable complaint, but the discouragement of demands for rendition operates as a serious evil to this Colony, in rendering it an almost secure refuge for Chinese malefactors, and thus tending to maintain and increase the very large number of our criminal population.

10. The remedies to be applied to this condition of things, I propose to make the subject of another despatch, after I have had fuller opportunity...

The population of this Colony is much the same as that of Newfoundland, but, speaking from memory, the number of convicted criminals is there less by 9/10ths.
