repudiation of a Treaty obligation in 6. all, including the highest public offices, dishonesty in respect of examination papers be regarded would naturally as an offence at least as heinous as some of those which are termed felonies under our law; and the Chinese Government may, not without reason, look upon our refusal to give up an offender in this respect as a breach of faith, and a practical repudiation.

629 For this reason, if the opinion of the Acting Attorney-General be correct I would strongly recommend an alteration of the Extradition law which would bring this offence within its scope, and I would suggest that the opportunity should be taken of adding other offences, which, after due enquiry, appear to be deserving of inclusion.
