Sir,
I am in due receipt of your letter No 1801 of yesterday's date, and am obliged to His Excellency for bringing the subject under his best consideration. He desires to exercise the strictest justice in the case.
With regard to that part of your letter which refers to the despatch of Mr. Stephens, I am to inform you that instructions will be issued and that he will obey them.
