in my opinion Major General Cameron, during his short tenure of office, discharged the duties of Acting Governor in a satisfactory manner.

2. As a general rule, it is of course inexpedient that a temporary Administrator should pass Legislative enactments of importance; but after full consideration of all the circumstances connected with the Health Ordinance transmitted to you in despatch N. 2014 of 27th June (No. 13766 of 90), I feel it right to request you to regard the case as a justifiable exception.

3. Without being able to speak with confidence as to the expediency of all the provisions of the Ordinance, I am satisfied from the unanimous opinion of those whose advice I am bound to seek on such a subject, that such
