I gather from Ordinance No. 27 that if Abbass had contributed to the Police Superannuation Fund, he would, three years after the Ordinance was passed, have been able to claim Pension on the ground of having completed 10 years' service.

The Section quoted would have prevented his doing so, on account of his non-contribution, but it does not lay down that service prior to 1882 shall not count under any circumstances.

Abbass has been 32 years in the Service, his character is good, and, in his employment in the Treasury, he has always been found willing, regular, and steady.

In view of his long service, and of the fact that there cannot now be many members of the Police Force...
