I have looked up my old Blue Book and with respect to the Fol. Treasurer's opinion, I take it that that section implies that those who did not contribute to the Police Super. Fund before the passing of that Ord., could not count the period previous for pension purposes.
Therefore, that bit I do not see that the can be allowed to Abbas?
The other pension is right, we do not notice these Police Pensions unless they are awarded.
I think that 27 of ada o g1562 implied that constables who had contributed to the Police Fund were not entitled to reckon their past service for pensions under that Ordinance.
But I think that the Govt in Council to grant a member of Schie a pension in such a way that he would have been entitled to claim under the regulations made under the Ordinance 1889 and that therefore the Govt in Council did exercise their discretion in granting Abbas a pension based on his whole period of service including the period prior to his being attested and having regard to his meritorious service.
I think they exercised a wise discretion in doing so.
