With reference to my report of the 5th instant on Colonial Office Despatch No 165 on the subject of deposits in local Banks, I beg to acknowledge receipt of instructions for carrying out of Regulations 30 & 30B to which the Secretary of State refers.
Those regulations appear to be almost entirely inapplicable to the present circumstances of the Colony; indeed they have not been carried out.
