Minute by the Colonial Treasurer.

I regret that, in the pressure of daily business, the Secretary of State's instructions as to previously obtaining sanction before any deposit is made in a local Bank, were overlooked.

2. It was not expected, in view of the heavy demands likely to be made upon this Colony for fortifications, that there would be considerable balance to put aside, and indeed, as one deposit was made, it was with the idea that it might be swept away at any moment by a requisition from the military Authorities. The whole arrangement was therefore regarded as temporary.
