Executive Council, I ascertained that the decision to give Grey a Police Officer's pension was arrived at after consideration of the fact that he had really done no duty as First Clerk at the Magistracy, the state of his health having prevented him from doing so, and that he was without the means of defraying his passage to England.
If under these circumstances you are still of opinion that Mr Grey should receive pension with reference to the office which he nominally held on his retirement, I would suggest that he be required to repay the amount expended for his passage home, as he would not appear to be entitled to the higher rate and passage money in addition.
