And the fact that a Chinese is a few feet on the British side of the boundary should not secure her immunity unless the Chinese Government submit to a long investigation before Magistrate and incur a great expense.
I should suggest that if there be an investigation before the Magistrate, his decision be final and not subject to any revision or approval by the Executive. The Magistrate who sees and hears the witnesses is in a much better position than the Governor in Council to judge of the credibility of the witnesses.
The evidence in all these cases, if accepted, is sufficient to prove the guilt of the accused.
