With reference to your letter of the 16th instant, I am directed by the Governor to inform you that H. E. is unable to recognize you as having a right to make such a demand as that contained in the lowest paragraph of your letter.

I am to add, however, that, for the sake of illustration and in order to afford satisfaction, another example of the difficulties in connection with Rendition Cases, and the necessity of some improvement...
