I would not recognize the Solicitor further than for the strictly legal proceedings. I do not think they have any right to ask that the papers should be sent to the Secretary of State, as it is possible that the Chinese Govt would not approve of this course. Any request should be made by the Minister in London to the Secretary of State.

I must be informed that I could not recognize them as the channel of communication between China and the Hong Kong Government in such matter or as having any right to make such a demand as that contained in the last para. of their letter. For my own satisfaction and in another example of the difficulties in connection with these rendition cases and the necessity of improvement in the mode of procedure the papers will be sent to the Secretary of State, but I shall certainly not detain the prisoner pending reference as far as the charge in question is concerned.
