Viceroy's of the 7th instant, enclosed in your letter of 8th instant,
and
deal with the matter
as a whole in such
a
manner
as you
think will be most
conducive to British interests.
I am to add, however,
that the Viceroy
must clearly
understand that this Government
is not prepared to hand over Prisoners, unless their probable
or in other words,
guilt,
or good prima facie case is
established
on the particular
charge preferred against them.
No other
course would, for a
moment be tolerated
by H.M's Government.
