(Copy) The following minute for the Magistrates to be first of all referred to the Attorney General for any observations he may have to make,
"If I were satisfied in extradition cases that the Magistrates adjudicated with the feeling that practically the final decision rests with them, I should not consider it necessary under ordinary circumstances to advise further investigation of the evidence. But from a recent occurrence it looks very much as if the Governor in Council were regarded in the light of a Court of Review, and that the responsibility rests with the Governor in Council.
