Purportly well known by The Government of Hong Kong to be a criminal, that according to Great Britain's cases, these Authorities should hand over the fugitive with all despatch, that several delays occurred between each hearing of the present Case, that the flaws and obstructions pointed out and brought forward by the defendant's Counsel have been attended to, and that great delay has occurred in handing over the criminal. This is not in accordance with the Treaty. This is not in line with England's friendly feeling": The complainant and witnesses have gone backwards and forwards to Hong Kong suffering considerable trouble. What have these honest people done that they should again have to appear in Court! They have already suffered much at the hands of robbers, and now are harassed by the laws of Hong Kong.

The Counsel for the defendant is able to twist the law about to get off the criminal which simply makes Hong Kong a protector of criminals. Such a reckless procedure is certainly without advantage and is injurious to friendship. When difficulties are found to stand in the way of the working of English Treaties and Laws, the latter are amended from year to year in order to facilitate their approach.
