Referring to a Chinese subject named Ching Sam, committed to prison on 29th April last, by the order of H. E. Norton Chance, Esq., Clerk of Police and Magistrate, pending the orders of the Officer Administering the Government, I have the honour by direction of His Excellency to instruct you to discharge forthwith the said Ching Sam from your custody.
