I, Li hei (Chinese name) of the Tak (2) in the province of Kwang Jung in China, a Colonel in the service of His Imperial Majesty the Emperor of China, being the Officer especially deputed in that behalf do desire and request the arrest of Ching Sam, subject of China, being within the Colony of Hongkong

and I allege that the said Ching Sam has committed sundry crimes against the laws of China
