I have the honour to inform you that I have received a report from Colonel Wu of Shunteh stating that on the 19th of February a telegram was forwarded to him by Acting Captain Li to the effect that foreign soldiers at Hong Kong had arrested the three leading criminals Liang Ju-lin, "Ching Fu-shu" and "Budshik" and that they had been locked up.
