Minute by H. E the Acting Governor 16th February 1887

In referring to the Order for arrest to Police Magistrate that Errish they would see say if some more expeditious method could be found for dealing with the extradition cases some of which have occupied months. The Consul at Canton informed me that the delay and consequent great expense made the Neeroy unwilling to demand extradition and that the Treaty consequently was a dead letter.

I think that the most recent despatch from the Secretary of State on the subject lays down that more has to be done.
