Captain Li has now verbally informed me that the notorious criminals, Jang Chian, Cheng Kan, Lu-yo-ching, Ion Ashik, Chen Ken-ih, Sto Chin, Lin Sora-lung, and Liang Kus, are in hiding in Hongkong, and he requests me to write to you to be good enough to ask through Hongkong Government to arrest and hand over these men.
I find that owing to the active measures being taken throughout this province against notorious criminals, many of the latter have taken refuge in Hongkong; and unless stringent measures are taken there, it will be impossible to prevent them injuring that place. The men whose whereabouts Captain Li has discovered in Hongkong are natives of this province and are criminals guilty of robbery and murder.
I will send an officer to take them over. I have directed Captain Li to proceed forthwith to Hongkong with detectives and witnesses to identify these men. I have also to request that you will be good enough to ask H.E. the Acting Governor of Hongkong to give orders for the arrest of the eight men, viz., Lu Yuchuan, Cheng Strany Yo Ching, Ion Ashik, Chen Kan-euch, Soo Chin, Lin Sora-lung, and Lang Kus, and for their delivery, in accordance with Treaty stipulations, to Captain Li.
