For myself, I rather incline to follow the practice
of France and other European Powers in this matter, no distinction, that I know
now of, being made, in respect to
sovereign state, or
China as a
would rely
on the British
Consul's investigation, and hand the accused
over
when
the
the Consul has satisfied himself
that there is a bona fide case
against him, and reported accordingly. Rules could be made for the guidance of the Consul so as to effectually secure the ends of justice.
This mode of

procedure, however, I presume
will never be sanctioned in the present state of public feeling at home, but I trust
there may
be no objection to
the Acting Chief Justice's proposals
